Capital or the erosion of the social farbric of the city

Capital by rana dasgupta

This is the second book i have read this year that has the words ‘capital’ and ’21st century’ in its title. While this smells a lot like free-riding on the popularity of the other book, it is not 1.

Capital by Rana Dasgupta chronicles the last one-and-a-half decades of the Indian capital Delhi. It is a mix between encounters (not in the indian sense of the word) with (moneyed) inhabitants of Delhi, snippets of history and more abstract reflections on the city in an globalized world.

It is a fascinating book that describes a city that is torn loose from its history and thrown into the maelstrom of globalization. I have been privileged to vist the Delhi a number of times between 2003 and 2006 and observing some of the transitions that Dasgupta describes. I also spend some time among the ‘bohemian artists and intellectuals’ that he found himself among and who were fueled by the energies unleashed by Delhi’s transformation:

But the anticipation of those years has a much larger scope than the city itself. It sprang from a universal sense: What will happen here will change the entire world.

The people i met were cosmopolitans, and they were delighted to see the walls coming down around india. They disdained nationalism and loved the new riches that reached them via the internet. But true to their own skepticism – and the history of anti-imperialist thought in this part of the word – they were also critical of the economic and social bases of western societies – and the last thing that they wanted from this moment of India’s opening-up was that a similar society be established here, Much of their intellectual inspiration came from Western capitalism’s internal critics: from American free software theorists, from the squatter movement in the Netherlands, from artists in Great Britain who challenged corporate food and property cultures, from Harvard and Oxford legal scholars who imagined alternative possibilities for the ownership of seeds, images and ideas.

Mingling with these people has had an enormous influence on my own intellectual development and the same is true for witnessing the transformation of the urban landscape of Delhi. Compared to what was going on in Delhi at the time, the social dynamics back home felt stagnant. The most obvious illustration of this was provided by the Delhi Metro2: When i first came to Delhi the first section of the Delhi metro had just become operational, yet by the time of my last visit at the end of 2006 the Delhi metro was already having more daily riders than the entire dutch railway system.

During those years I have spend a fair amount of time in the city exploring it by bicycle and i recognize lots of places that Dasgupta describes in Capital (most vividly parts of a hike along the west bank of the Yanuma that he describes towards the end of the book). While i am familiar with many of the localities featured in the book i have been almost entirely unaware of the secluded oases of wealth that Dasgupta describes rather vividly. Reading about them, and the role played by the moneyed business elites explains a lot of what i observed but did not really comprehend back then.

This is also where Capital comes very close to Piketty’s Capital in the 21st Century. Woven through Dasgupta’s book is a recurring theme of how a small business elite is ruthlessly riding the wave of transformation and harvesting almost all the wealth generated by it. In this sense Capital can almost be read as a case study illustrating the effects described by Piketty (r > g) in a turbo charged economic catch-up scenario3. In line with Piketty’s main argument Dasgupata recounts how the business elites leveraged existing capital assists (mainly in the form of real estate) to disproportionally benefit from the transformation of the urban economy.

Unfortunately for Delhi and the majority of its inhabitants, this accumulation of wealth is unlikely to benefit the city as a whole. In what is maybe the most important insight provided by Dasgupta he points out that the relationship of Delhi’s elites with the city that provides the foundations for their wealth is fundamentally different from the relationship between the past elites of places like New York, Amsterdam or Berlin and ‘their’ cities. He observes that 21st century elites seem to have stopped to invest in the social fabric of their citie because the incentives to do so have largely disappeared in a globalized world:

Delhi does not hold the overwhelming significance for the super-rich that New York did for the [American elite of a century ago]: it is just a place where the accumulate income, and they have rather little inclination to turn it into an urban masterpiece. They have no personal need of such an enterprise because they have been used to seeing the world’s existing ressources as their own: they do not need to build great universities for themselves because they have already been built for them – in the United States.

Such a feeling is not confined to Delhi. It applies to elites everywhere. members of the Dehi elite are identical to their peers from Paris, Moscow or São Paulo – in that they possess houses in London, educate their children in the United States, holiday in St. Tropez, use clinics in Lausanne and keep their money – offshore, nowhere. That circumstance in which great quantities of private wealth were ploughed back into the needs and concerns of one place, which was ‘our place’, no longer pertains. Not here not elsewhere.

On organisations stunning ability to absorb nonsensical claims about technology

So i have finally managed to finish Adam Greenfield’s Against the smart city (i had lapsed soon after this picture was taken). The book is well worth reading and contains a number valuable insights but there is one passage that stands out for me.

Towards the end of the book (or pamphlet as Adam refers to it) he explains why his method of examining the language of marketing and promotional copy of IT vendors is important even though the same vendors, when challenged on the claims contained in it are quick to dismiss its as mere marking language. This passage is one of the best explanations of how marketing language (and more particular: claims about technology) gets absorbed by organisations (in this case municipal governments):

But refusing to take this sort of language seriously means succumbing to a certain naïveté about the ways in which knowledge tends to be reproduced nowadays, and the processes through which it does its work in the world.

At the launch of any new corporate smart-city initiative, content promoting it and aligning it with the enterprise’s overarching brand proposition is generated by the marketing department, and released into the wild on the global website, where it will be indexed by Google in less than a minute. This initiative almost immediately comes to the attention of the planet’s several thousand technology bloggers, writing for outlets of various provenance, who generally have automated keyword searches set up to notify them whenever an item of interest is published. Because these bloggers are simultaneously under intense contractual pressure to post several times a day, are by definition enthusiastic about technology and are, by and large, unschooled in the arts of skeptical reportage, they tend to take the claims they are offered at face value. (This is true of bloggers writing for the Guardian or the New York Times every bit as much as it is of their less well-positioned peers.)

In a manner of minutes, talking points from the original press release are paraphrased in the blogger’s idiom of choice and bundled into a new post, and this may happen across dozens of competing sites in a very brief span of time. Links to these posts are, in turn, instantaneously produced by automated Twitter accounts, endlessly replicated both on Twitter itself and via other social-media channels linked to it through its API; these in turn spur a wave of response from a far larger number of people around the world who are equally excited at the prospect of living in the future, and within a few hours at most a rich loam of online commentary has been laid down. Very little of this commentary evaluates what is being claimed in any depth, or even compares the item at hand to previous assertions made by the same institution, but the volume of buzz is impressive. And due in no small part to the way Google itself works, this distributed colloquy creates an immediate impression that there is a there there. Over the space of a few hours, a framing or perspective originating in a deeply interested party has simply become an unquestioned part of the fabric of consensual knowledge.

What happens on the receiving end, inside the municipal bodies that constitute the primary presumptive audience for such a marketing campaign? Low-level bureaucrats, pressed for time and starved for insight, stumble onto this thicket of conversation via a cursory keyword search; they copy-and-paste a few lines from the first reasonably credible-looking search result into their PowerPoint slides, unmodified; and these slides then get submitted up the hierarchy. The language propagates across the institution — and, what’s more, it meshes with that found in the hurriedly-downloaded white papers on the subject that someone found on the website of a name-brand management consultancy. The savvier staffers start to feel confident using these terms: speaking in them, thinking in them. While misgivings may in fact be prevalent, there are likely to be relatively few in the bureaucracy who are able to express them forthrightly — that is to say, who are sufficiently comfortable with the technology to understand precisely what is being proposed, familiar with the way their city works to convincingly articulate why this is problematic, assured of their own position to feel safe in doing so and passionate about the issue to willingly shoulder the risk involved. (If, as the saying has it, nobody ever got fired for buying IBM, it’s also the case that one may find oneself on shaky ground contradicting something printed straight from the IBM website.) When finally pressed to make a “recommendation as to how the city’s resources should be allocated, the easiest thing for a committee member to do is go with the flow, to at least outwardly agree with the person at the table who seems to know what they’re talking about, simply to bring the drawn-out process of decision-making to a close.

This sort of thing, of course, happens across the entire range of issues a municipal agency may be asked to face. But it appears to be especially true where questions of information technology are concerned, given the unusual amount of mystification that shrouds even consumer-grade products and services, to say nothing of the degree of intimidation otherwise competent adults routinely feel in their presence. Where there is a decision to be made, a confident point of view being advanced and no party with the necessary bona fides stepping forward to challenge it, the natural, the human thing to do is defer. And so this body of ideas gets reproduced, just as surely as code libraries are when they are downloaded from open-source repositories like Github or SourceForge. And every time this happens, a very particular set of valuations and priorities is reproduced alongside them. What was once merely a sequence of words crafted by a marketing department for their euphony, service to a business model and alignment with a particular set of brand values becomes inscribed in, or as, a city’s official program.

This, in broad outline, is how a premature and preemptive consensus formed around the desirability of something called the smart city. I should emphasize that the individuals

Tehran has no more pomegranates!

Watched a screening of ‘Tehran has no more pomegranates!‘ by Massoud Bakhshi this afternoon, which turned out to be a beautiful film that manages to pay homage to the incredibly strange and complex reality of the city of Tehran. While Tehran is one of the least likely city to fall in love with it had a certain strange attraction to me. tehran has no more pomegranates! manages to somehow capture this attraction and to turn it into an extremely entertaining complex portrait of the city. Bakhshi intelligently juxtaposes old documentary footage (and extremely beautiful pictures of bearded men) with footage he has shot in Tehran over the last 5 years or so (including lots of time lapse shots of crazy traffic). The film starts off with the observation by someone called Asar-o-blad (no idea who that is since google returns exactly 0 results) who in 1241 remarked that:

Tehran is a village near the city of Ray. It’s inhabitants live in anthill like underground holes. Tehranis’ main occupation is theft and crime. They fight each other and can’t obey any king. They grow excellent pomegranates which are found only in Tehran.

The film then goes on to portray various stupid rulers, collective opium addiction, visits by Stalin, Churchill (‘You really have big oil wells’) and Roosevelt, the fall of the Shah and the explosive growth of the metropolis with all of its magnificent transportation problems. Well worth watching (apparently there will be a DVD release by the Jan Vrijman Fund later this year or early next year)

Tehran traffic ...

… so i am back from Iran after having spend the last two days in Tehran. it is pretty much difficult to make sense of Teheran in 4 days, which is probably due to the sheer size of the place. there are about 14 million people living in the metropolitan area of Tehran and one would guess that at most 5 of them are working as city planners. On the other hand every second inhabitant has at least one car (either a pre-historic Paykan or a grey Peugeot 206) which, during rush hour, is too much for the extensive highway system to absorb.

The metropolis of Tehran enjoys a huge network of highways (280 km) and of interchanges, ramps & loops (180km). In 2007 there were 130 kilometers of highways and 120 kilometers of ramps and loops under construction. [source: wikipedia]

Highways or not, during rush hour it takes at least 90 minutes to get from the southern end of the city center to the northern end of the city center. unfortunately public transport does not really offer a viable alternative

In 2001 a metro system that had been in planning since the 1970s opened the first two of seven envisaged lines. Work has been slow and coverage remains very limited. Development of the Tehran metro system had been interrupted by the Islamic Revolution and the Iran-Iraq War. Problems arising from the late completion of the metro led to buses taking on the role of the metro lines, serving mainly long distance routes. Taxis filled the void for local journeys. The taxis only drive on main avenues, and only within the local area, so it may be necessary to take several taxis to get to one’s final destination. [source: wikipedia]

The only for of transport that will get you from A to B fairly efficiently (and cheaply, a cross town ride is less than €1) are motorcycle taxis. They are a bit difficult to spot (as they are just regular motorcycles cruising the streets) but once you have managed to spot them they make the city much more accessible. Of course it helps to have a bit of a death-whish (the driver has a helmet and you don’t and they will go pretty fast on stretches of highway where the traffic is relatively light) but then it is actually really good fun…

Rudas fürdő

I guess it is since i first read Enki Bilal’sPartie de Chasse that i wanted to go visit the various public bath houses in Budapest. there is a scene in Partie de Chasse where Vassili Alexandrovitch Tchevtchenko comes to Budapest during the Hungarian Revolution of 1966 to talk to Tibor Illyes, the local stalinist party leader, in a thermal pool to convince him to step down. later Illyes is found dead in the pool and officially it is said that he committed suicide. It is a fairly small scene, but it has somehow etched itself into my memory. Last week i finally had the chance to visit some of the bath houses in Budapest myself. my favorite is the Rudas, an old turkish bathhouse from 1566 that as been recently renovated (but essentially left unchanged):

If i was living in Budapest i could imagine myself spending a lot of time there (like a lot of the old fat locals do). The best thing about the Rudas is that it is open for mixed bathing till 4 in the morning on friday and saturday night (normally it is men only), which makes it an excellent last destination when having a night out (although going out with swimming shorts in you pockets feels a bit strange).

The Rudas was build in 1566 by the Turks, when Budapest was part of the Ottoman Empire, which makes me think that it is a shame that the Turks did not conquer all of Europe so they could have build places like this all over the place. Gives me one more reason to dislike the Austrians even more than i did before coming to Budapest.

Favela Dubrovnik

So i am at my third summit in three weeks. first summit in Berlin, then the copyright summit in Bruxelles and finally the iSummit in Dubrovnik. Dubrovnik is absolutely amazing, which is best summed up by someone from FGV in rio de janeiro who’s first comment was. ‘whow! this place looks like a medieval favela‘ (which of course brings up fond memories from last years iSummit).

Mike Davis: Fear and Money in Dubai

Coming back to the Waag i found the printout of Fear and Money in Dubai by Mike Davis on my table (placed there by the invaluable Patrice, who seems to have never heard of such things as emails and hyperlinks, but then you can read printouts in your bathtub, which is not a bad thing either). The article turns out to be an excellent piece about the state of affairs in Dubai, with a number of interesting observations about piracy/smuggling/terrorism/falcon-hunting:

The platform for Dubai’s extraordinary ambitions has been its long history as a haven for smugglers, gold dealers and pirates. […] Pearl fishing and smuggling were the mainstays until oil wealth began to generate increased demand for Dubai’s commercial savvy and port services. Up to 1956, when the first concrete building was constructed, the entire population lived in traditional ‘barastri’ homes made from palm fronds, drawing water from communal wells and tethering their goats in the narrow streets. […]

Following Khomeini’s revolution in 1979, it also became the Persian Gulf’s Miami, providing refuge to a large community of Iranian exiles, many of whom specialized in smuggling gold, untaxed cigarettes and liquor to their puritanical homeland, and to India. More recently, Dubai under the tolerant gaze of Tehran has attracted large numbers of wealthy Iranians who use the city “more like Hong Kong than Miami” as a base for trade and bi-national life-styles. […] Building on such clandestine connections, Dubai in the 1980s and early 1990s became the Gulf’s principal dirty-money laundry as well as a bolthole for some of the region’s most notorious gangsters and terrorists. […]

Indeed, since 9/11 a huge investigative literature has explored Dubai’s role as ‘the financial hub for Islamic militant groups’, especially al-Qaeda and the Taliban: ‘all roads lead to Dubai when it comes to [terrorist] money’, claims a former high-ranking us Treasury official. Bin Laden reportedly transferred large sums through the government-owned Dubai Islamic Bank, while the Taliban used the city’s unregulated gold markets to transform their opium taxes, paid in gold bullion, into laundered dollars. In his best-selling Ghost Wars, Steve Coll claims that after the catastrophic al-Qaeda bombings of the us embassies in Nairobi and Dar es Salaam, a cia scheme to target bin Laden with cruise missiles while he was falcon hunting in southern Afghanistan had to be aborted because he was in the company of unnamed Emirati royalty. […]

In addition, al-Maktoum for almost a decade provided luxurious sanctuary for Bombay’s Al Capone, the legendary gangster Dawood Ibrahim. His presence in the sheikhdom in the late 1980s was hardly low-key. ‘Dubai’, writes Suketu Mehta, ‘suited Dawood; he re-created Bombay in lavish parties, flying in scores of the city’s top film stars and cricketers as guests, and took a film starlet, Mandakini, as his mistress’. In early 1993, according to the Indian government, Dawood, working with Pakistani intelligence officials, used Dubai as a base for organizing the infamous ‘Black Friday’ bombings in Bombay that killed 257 people. Although India immediately requested Dubai to arrest Dawood, he was allowed to flee to Karachi, where he is still sheltered by the Pakistani government […]

(banned) in Dubai

Spend a day in Dubai yesterday and that place is positively insane. will post in more detail later, but in the meanwhile some initial observations.

About the first thing i noticed – even before leaving the transit area of the airport – was that the local authorities do not have much love for this blog. in fact they have so little love for it that they censor it:

No clue what i have done to piss-off the sheiks, but my guess would be that they also assume some kind of connection between me and 9/11 (see here for a more detailed explanation of their censorship policies).

Now if that is the case then i would not let me into their country (which they did) and if i were them i would reconsider censoring the Internet in the transit zone of an international airport, which is even more pointless that censoring the Internet in general.

Of course they Sheiks themselves like their Internet uncensored, so the wireless network of the Emirates First Class Lounge (which leaks outside the lounge) does not block any pages.

Spend most of the rest running through construction sites taking pictures and talking to a fair amount of construction workers (more on that later). next to the incredible construction boom that makes europe look extremely 20th century the most striking feature is how well maintained public services are:

One would assume that given all the individual wealth that is enjoyed by the Emiraties there would be no incentive to maintain a fairly decent public transport system (which like all other road transport becomes completely useless during rush hour), well regulated taxis or well maintained public parks on prime beach front locations, but all of these do exist and seem to be fairly accessible to a wide range of the population.

Spectacular city...

Is the title of a photo exhibition at the Netherlands Institute of Architecture in Rotterdam (on show till the 7th of january 2007). the exhibition consists of about a 100 mostly large scale large-scale reproductions of – well – spectacular urban landscapes, exceptional buildings and all kinds of eerie views. Many of the pictures contain very little traces of human live (which has a strange calming effect on me). One notable exception is São Paulo, Sé by Andreas Gursky:

On display this picture is something like 3 x 2 meters and which puts you face to face with the waiting subway passengers the picture perfectly captures the monstrosity of the Se subway station in central São Paulo. Looks like he did digitally add a a level or two (see my own impressions and pictures here).

The rest of the exhibition is pretty amazing as well, especially the ministry of transportation building in Tiblisi (via we-make-money-not-art, which made me aware of the exhibition in the first place. thanks Regine!).

Lille 3000

Absolutely no idea why it is called lille 3000 and not some other arbitrary number, but apparently the local government decided that 3000 sounds mighty futuristic (and 2006 would be so last year in three months anyway) and here we go… I am also not sure if lille 3000 is the same as the ‘Bombaysers de Lille’ (the sexual pun is apparently intended) exhibition that was opened with much French pompousness this weekend. Like the city of lille the exhibition is definitely worth a visit: Ashok has a great piece (called GPS) installed on the Place du Theatre and the ‘Maximum City’ exposition (after Suketu Mehta’s must-read book with the same title) is pretty impressive (although it contains too many pictures of black and yellow taxis, but then it is about Bombay so i guess you can’t avoid them..) and there is other gems hidden across the city (try to find the tourism office, without getting misdirected by the signage).

My favorite piece is the photo series ‘Monrachs of the East End’ by Gavin Fernandez, which is part of the ‘rich mix‘ group exhibition in the Maison de Follies de Wazemmes. I want some of of those, badly!

But back to the lille 3000 business: the whole exhibition (which in a sense is the continuation of the the cultural capital activities of 2004 by other means but with the same esthetic and conceptual drive) seems to be part of an aggressive attempt to re-position Lille as a city of the future (the past can be seen in the extensive ruins of its former industrial glory around the northern suburb Tourcoing on the border with Belgium – a small scale version of Bombay’s mill lands that occupy much of central parts of the city).

Exhibitions and impressive architecture aside the fact, that lille is indeed about the future is most evident when one looks at the local population: This weekend it looked like two thirds of the people in the streets are teenagers, which makes me wonder what they do to the old people (they probably ship them to the Belgian coast, but that is something for the next post). Maybe this abundance of kids is the result of the city actively collecting kids that can be deposited at designated locations:

Even more futuristic are the public spaces (and i am not speaking of that but ugly Euralille complex, which shows once more that Mr Koollhaas should stop actually realizing buildings and continue to publish books instead) but the public parks. It is well-known that the french are nazis when it come to their parks: (‘no walking on the grass’ and closing them at 5 in the afternoon for no good reason other than to piss of park-goers) but encircling a park by 4 meter high, red, state-of-the-art prison fence (complete with diagonal supporting poles, so that the fence cant be pushed down), is quite an extreme measure, to keep the kids from lying in the grass and smoking a joint after 8 pm if you ask me (but then fences are fashionably european these days, so it might just be an esthetic statement):
